You can have multiple VM’s running if your system is powerful enough to do so. However, a laptop might not be the best choice for such a setup.
If you have an 8-core CPU, then setting 4-cores to each VM may not be wise. You may need to manually edit the OC vmdk to only use 2 or 3-cores per VM, so you leave sufficient processing power for the Host OS. Plus you need to have sufficient memory available for the VM’s and host OS.
I would say that is an under powered 15W CPU, that has 4-cores and 8-threads.
Splitting it to support 3 x OS’s isn’t going to be a good idea. Running the Host and 1 x VM will probably be its limit. But I wouldn’t expect to be able to work in both at the same time, not without some extensive spinning beach ball stalls as processes are underway.

No, you won’t be able to run multiple macOS instances within a single VM. The usual trick is to install multiple VM’s on the Host system each running a single guest OS. So sufficient capacity to handle the load is required on the host machine.
