Mirror cannot boot

The image I downloaded is "Install+macOS+Sequoia+15.3.1+24D70+with+OC103&FirPE+SimpleHac.dmg".
I converted it to ISO format using UltraISO.
However, when I tried to install it with VirtualBox, it prompted that there was no bootable medium.

Why is that?
It seems that the mirror image itself has a guiding effect!
