Yes, installing Sequoia and creating the USBMap.kext before updating to Tahoe would be a good path forward.

I have no idea why that would be the outcome of using the EFI to boot the Tahoe installer. Especially if it worked to boot Sequoia.

Only issue I see in your EFI is the use of UTBMap.kext, UTBDefault.kext and USBToolBox.kext. Those kexts won't work in Tahoe. You need to create a USBMap.kext in macOS Sequoia or Sonoma using the latest script from Corpnewt's Github Repository.
