You need to use a different USB port for the Logitech webcam.
The 4 x USB3 ports on the rear I/O plate are Via USB ports, so may not work in Big Sur.
The other ports on the rear I/O plate and the internal USB2 headers are USB 2.0/1.1 speed and may only work at 1.1 speed.
You may need to add a PCIe USB card based on the Fresco Logic 1100 chipset or a natively supported ASMedia usb chipset. That is what I ended up doing on my FX8350/FX990 system, so I had fully working USB3 Ports.
