Photoshop 25.9.1: no generative fill no neural filters

I have the latest version through my company CC, no weird restrictions I can tell, fully unblocked in my firewall... yet no generative fill or neural filters. I see a lot of complaints over the years with these option getting/being greyed out but I wonder if it's something Hackintoshy perhaps? I run amdfriend after each update and Photoshop has been pretty solid. It just doesn't let me do genfill/filters. The same account on my work laptop (Windows) does run them so it's gotta be something else.

Anyone else running this version of Photoshop where they do work? And have pointers what I can try?
