I wouldn't recommend any AMD laptop for running macOS. No matter which IGPU or dGPU it contained.
For the sake of clarity the AMD IGPU's compatible with NootedRed.kext are these, as stated on the NootedRed site.
The entire Vega Raven ASIC family (Ryzen 1xxx (Athlon Silver/Gold) to 5xxx, and 7x30 series).
So none of the newer AMD 8000 or 9000 series CPU's and the majority of 7000 series CPU's don't contain a compatible IGPU. You would be looking for a laptop with a 5000 series CPU/APU combo.
Laptop's with discrete AMD GPUs are few and far between, and again they have a number of limitations.
The main one is nothing newer than a 6000 series AMD dGPU will work in macOS.
The next is the laptop needs to contain a Mux switch that allows the user to manually switch between using IGPU/dGPU in the laptop's bios.
Laptops that contain a Mux switch for the graphics are usually top-end models.
Most laptops use 'Switchable' graphics, where the OS chooses which graphics processor to use, depending on use and power availability.
MacOS doesn't support Switchable graphics, so in most cases the discrete GPU has to be disabled and the IGPU used for macOS.
You would be better served looking at a 10th Gen Intel Laptop if you plan to run Tahoe on it, if you are looking for a Hack project.
My advice would be to buy a real Mac containing Apple Silicon, as no Hack will run any new/future versions of macOS. Tahoe is the end of the line for Hacks, so we will only get updates for Tahoe until August 2028.
