Ok now i get somehow to the installer,. i think he is upset about someting but i can move the mouse. The only menu is in russian. I downloaded 13.0 online installer with macrecovery.py but maybe the baessystem image is not a good one...

I mapped the USB using the guide, (windows file) and was quite restrictive to not enable too many, but it shows me the same weird screen with the mouse

Ok now i made it work also on 13.0. The problem is that now he says my mac needs a firmware update. I use the Macpro71 smbios,. As gpu i have an amd rx580. My smbios settings are still like in the config plist up here. It seems smbios related but i cant understand what his problem is.
He says all the time that i cant install MacOS because the system needs a firmware update. I tried to remake the smbios but at this point im starting to believe that its the typical thing caused by something else insted difficult to find out.
Oh sorry, actually I had already Changed the dummy power management. That was indeed the reason of the last error (installer freezing after 1 minute). Ist just still shows up in the plist I've uploaded. Now the problem is that he doesn't let me install macOS. Not on afps and not even on normal Mac partition. This must be one of those nasty errors. I still have not tried to use another smbios. There is one you would recommend? I have an rx580 and I have disabled the internal GPU from the bios.
You should use iMacPro1,1 or MacPro7,1 SMBIOS. Both should work with your setup running Ventura or an older version of macOS.
I would recommend you remove (temporarily) any and all drives whether they be SSD/NVMe/USB etc. from your system. Except for the drive you plan to install macOS on. That drive and the USB installer (pen drive) should be the only drives connected in your system when you are installing macOS. You can reinstall/connect the other drives once macOS has been installed.
If you can get to the macOS installation wizard, which the screenshots you posted appear is the case, you should use Disk Utility from the wizard (bottom option) to select and Erase the macOS drive, using APFS/GUID, as shown below.
Erase options you should use in Disk Utility for your macOS drive.
You may need to add -wegnoigpu boot argument to your config.plist, just in case the bios is not fully disabling the IGPU. This will ensure the system doesn't try to access the AMD IGPU.
