For the 6600 XT you'll need to run macOS Monterey 12.1 or newer. For boot loader you should use OpenCore, a good place to start is https://dortania.github.io/getting-started/
macOS Monterey does not run on MSI 500 boards with BIOS that Zen 3 support.
If you want to use the 5950X with a 6600 XT you either need to use KVM/QEMU to virtualize macOS, or replace the motherboard with an ASUS or Gigabyte.
Looks like you copied the value of the first to the second/third kernel patch?
The second kernel patch should replace to BA0800000000 and not B80800000000, the third should be BA0800000090
Also note that MSI 500 boards don't work with Monterey with BIOS revisions that support Zen 3.
The Release Notes don't show any added support. Apple usually doesn't add support for GPUs they don't sell in/for their Macs and it is highly unlikely Apple will use the Navi 24 in the Intel Mac Pro.
@alfie You benchmark results look right. To fix the CPU name just add the RestrictEvents.kext.
As for the I211-AT, patching back old networking kexts is a bit risky as Apple might break them with any update. And you have to re-do this after every update.
It is caused by the new drawing method introduced a couple of versions ago and well known. I used to patch back the old drawing algorithm but since it ran in the menu bar I just leaved it there since.
Which Motherboard and GPU are you using?
MSI 500 boards cause issues with Monterey and you'd need a compatible GPU.
Best starting point would be here: https://dortania.github.io/getting-started/
Stay away from MSI and ASRock either.
That leaves us with ASUS, the Strix B550-E or X570-E would do (for EFI see https://forum.amd-osx.com/index.php?threads/audiogods-asus-rog-strix-x570-e-gaming-big-sur-monterey-beta-opencore-0-7-4-efi.1685/)
If you don't mind a cheap add-in NIC, the X570-F...
MSI 500 boards in many cases can't boot Monterey with newer BIOS revisions. With Zen 3 CPU you wouldn't be able to downgrade the BIOS to a working one as they are too old.
If you didn't have macOS already running I'd start with Big Sur, otherwise you might just get blocked by those Monterey...
The FAQ states flashing the firmware is necessary for some special Thunderbolt devices, or when using multiple Thunderbolt cards. So in most cases it should not be needed.
