It's normal for them to be slow at it sure but they've not taken this long before as far as I can recall. Hopefully have 10.14 source by end of the year.

For using XCode 10 on 10.13.3, you need to edit a system file to give XCode a fake system version number. Open that file with the command below and change the ProductVersion and ProductUserVisibleVersion to 10.13.6.

sudo vim /System/Library/CoreServices/SystemVersion.plist
After rebooting XCode 10 will work.

Unfortunately the Nvidia Web drivers stop working after that.

EDIT: Yeah the Nvidia drivers are indeed messed up after that. But there's some good news... after you've installed Xcode you can just revert your SystemVersion.plist to what it was, THEN update to 10.13.6 and everything will work fine.
