Yes, macOS Monterey 12.1 or newer supports the RX 6600 XT.
Your 4-core CPU has an Integrated GPU (RX Vega 11), this is not supported. You need to disable the IGPU in the Bios, otherwise the system will kernel panic when you try to boot macOS.
The default AMD Ryzen OpenCore guide will work for your system, as long as you are not using an MSI motherboard. Most MSI motherboards have Bios issues when running Monterey, which prevent the system completing the installation of macOS.
