Post a copy of your System DSDT.aml. You should have a copy of this ACPI table if you created the SSDT's in your /EFI/OC/APCI folder using Corpnewt's SSDTTime script.
Can you post a full copy of your laptops specifications or a link to the specification page, so we can see which system you are using and confirm the other components in your laptop. The laptop's name and CPU doesn't tell us much about the system.
You might want to have a look at this thread where I configured a Mini PC containing the same AMD CPU to run the latest versions of macOS. It would at least tell you what you are missing from your EFI/OC folder.

WhateverGreen.kext won't work with the AMD GPU. You need to use NootedRed.kext.
