Yes - that was the case:In the tests I've done here, if you install Sonoma, do Apple Login, and then update within pro macOS to Sequoia, Apple Login stays working.
But if you install the Sequoia ISO directly then it won't work.
This information was updated in the tutorial as soon as the first beta versions of Sequoia appeared.
I've done a lot of research on this and it seems that Apple has blocked this when macOS is running on virtualized systems with a system other than macOS itself as the host (in this case Windows).

I updated from a running Sonoma installation to Sequoia and the login seemed to be alive, but as soon as I connected an iPad or iPhone, there was a message, that I need to login to iCloud first. That's why I logged out and tried to login again without any success.
