Installer doesn't install,

Hello
I followed the instructions to create a USB installer at :

Making the installer in Windows | OpenCore Install Guide

I create the USB drive and two folders
1. EFI
2. com.apple.recovery.boot

However when I select install, it doesn't install Mac OS X, it creates a folder:
macOS Install Data
Inside that folder, the biggest file is:
InstallESDDmg.pkg

It seems it installed the Installer for Mac OS X
