Help with AMD 1950x install Big Sur

I'm new and need some guidance, where do I download big sur from and where is instruction to install on AMD/windows computer.
I have 1950x cpu and 1080

I really sorry if this is dumb question I found the forum hard to navigate and understand.

Note that with a GTX you are limited to macOS High Sierra.

thank you for your reply, can you be straight with me. This is for IOS app development am I better off just buying a mac for this purpose?

That only you can answer for yourself. If you open to learn new things and dig into it then a Hackintosh can be perfectly fine for iOS development. But if you just want something that works then a real Mac might be better suited.
