I figured it out. The whole time I was using an unsupported NVMe (a Samsung pm981). I replaced the NVMe and it formatted APFS fine the first time. I went on to successfully installing macOS

I have finally gotten to the installer menu where you can install macOS Sonoma and use Disk Utility, but when I try to format my main drive as APFS it gives errors. It gets close to creating the APFS volume and then gives me the error "An internal error has occured: (-69624)". Here is the laptop...
