edit: got it working from just completely building a new config and making sure everything was up to date. Not sure what fixed it exactly.

Does anyone know the 5950x would be having this issue? I saw this is an issue with threadripper, because of their large core count, but the 32 threads of the 5950x shouldn't be an issue. But, the moment I disable SMT in my bios, the computer boots fine. Anyone have any suggestions? Uploaded...
