Where can I find out about Zen 3 support on AMD_Vanilla patches.plist or otherwise? Do I just use the plist from the AMD_Vanilla/17h page? Thank you.

Yes, those patches work for zen 3. Myself and a few other poor fellows are suffering from sound issues after the bios update though.
