Which version of brcmfixup? Since 2.0.8 they split that kext into multiple ones, so you may need additional .kext referenced:

Remove injectors for AirPortBrcm4360 and AirPortBrcmNIC from main Info.plist and move them into separate plugins AirPortBrcm4360_Injector and AirPortBrcmNIC_Injector (kexts with plist only). Under 11.0 (Big Sur) plugin AirPortBrcm4360_Injector.kext must be blocked by MaxKernel 19.9.9 or just removed, otherwise it will block loading of AirPortBrcmNIC since class AirPortBrcm4360 is unsupported.
(from 2.0.8)

So keep kext you have and try adding another kext entry below it, either AirportBrcmFixup.kext/Contents/Plugins/AirPortBrcm4360_Injector.kext or AirportBrcmFixup.kext/Contents/Plugins/AirPortBrcmNIC_Injector.kext and test with one then another (if it does not work with first).

I don't think it applies to your case but this thread is interesting for older WiFi cards where you need to declare vendor and model/device-id.

Had the same problem, it is caused by the AirportBrcmFixup.kext I fixed it by going to kext folder click on the kext and show package contents go to plugins and delete AirPortBrcm4360_Injector.kext, then do a clean snapshot.
