No you can't run macOS on your current system. The integrated Vega 8 graphics are not supported in macOS.
You would need to disable the Integrated Vega 8 graphics and add a compatible discrete GPU in order to run macOS, preferably an AMD dGPU that supports the latest versions of macOS.
